Utilizing the CRPD and CEDAW to Improve the Access of Information for Women with disabilities

A. Accessibility of Center of Information and Consultation (PIK-P2D)

According to minister of Women’s Empowerment and Child Protection regulation number 7/2012, article 1 verse 2, Center of Information and Consultation for Women with disabilities (PIK-P2D) provide information, consultation, and facilitating women with disabilities or other people with disabilities in general, family, and community relating to the fulfillment of rights of persons with disability. Health, education, employment, and other women’s issues are information provided in this Center. People come to the Center, ask for some information or consultation, and if needed, the Center officer can facilitate them to get the service.

For example, a young woman with disability who needs some information about special school or regular school that apply an inclusive schooling system, may come to the Center and ask for  the information. She has to fill in some forms to identify her needs. After that, officer will search for some information in a data bank, and explain it to her. Finally, if needed, the officer can refer the client to related institution that will give further assistance.

Nevertheless, engaging person with disability to come and gain information from a center needs some consideration. The first consideration is the accessibility of the place. The service operator must make sure that the place or building to establish the Center are physically accessible by people with mobility difficulties such as a wheelchair user or a blind person. Additionally, the material and the way information is delivered should be accessible for those who need it, like sign language interpreter and Braille writing format.

Second, it could be a challenge to persuade a person with disability to visit a center. Because usually people with disability are not concentrated in a particular place, long distance travel can be one of the obstacles. Another consideration is the condition of transportation infrastructures. Is it easy for person with disability to use the public transportation to visit the Center? Another concern is the financial condition of the person with disability that can limit their willingness to travel etc. This is a big problem because most people with disability live in poverty.

Moreover, especially for women with disabilities, their opportunity to go outside their home is very limited. Commonly, they have to look after children at home and do housekeeping or restriction from family which denies them to appear on public. Specifically for married woman, it depends on her husband permission also if she goes outside home.

3. Gender Focal Point

One output from the Center of Information and Consultation for Women with disabilities is a referral system. After a client, who is women with disabilities or other people with disabilities in general, receives information or consultation, they may be referred to any institution or service provider by Center officer. Included in this service is employment for women with disabilities. Some information provided by Centre staff can include job vacancies, internships, vocational training, job placements, labor insurance, business credits, etc.

The Center of Information and Consultation for Women with disabilities (PIK-P2D) could be a place to meet employer and job seekers. According to Disability Act of Indonesia number 4/1997, each company must employ at least one person with disability among 100 employees. They can use the service from PIK-P2D to deliver the job vacancy and get a reference regarding a candidate or worker with disability from the Center. On the other hand, a job seeker can also gain some information about vocational training to improve their capacity, and place them in employment. Regarding this issue, PIK-P2D can build cooperation with Vocational Training Units (Loka Bina Karya) organized by local social departments. These units are responsible in each district to assist persons with disability improving their life by having a better living.
